Those for the States of Emergency (SOE) say they save lives and have posed little risk to law-abiding citizens. Dr. Morgan notes that police-civilian relation is one downside of the SOEs. He says crime will be solved when the security forces gain the trust of civilians to aid with intel gathering. When pressed further on his personal findings he says anecdotally in spaces under prolonged SOEs and Zones of Special Operations he says there is a cost and a benefit.
