Major Breaches identified – The Auditor General’s Report on the Jamaica Urban Transit Company (JUTC) reveals that more than five hundred unapproved persons have been working at the company, costing the entity over a billion dollars
The report also indicates that the company’s overtime claims exceeded the budget by more than seven hundred million dollars.
The audit shows that JUTC had 508 unapproved staff working as of July 2019 costing the company $1.15 billion, for the period April 2014 to July 2019.
The report states there is no evidence that the 508 unapproved workers enhanced the operational capabilities of the state-owned bus company.
In addition, a review of the company’s overtime claims for the years 2017/18 to 2018/19 reveals that JUTC’s management exceeded the overtime budget by the $728.6 million, despite being overstaffed.
JUTC also failed to advertise vacant positions. They engaged staff without the minimum qualifications, in breach of its human resource administration policy and procurement guidelines.
This includes 21 senior managers..Nine of these positions were not advertised by the JUTC..
