Scores of supporters turned out in their green to celebrate the life of the Jamaica Labor Party councillor. Tributes were given by family members, loved ones, councillors, members of the JLP, and the opposition, all of who testified to the wonders of Francis’ character. Prime Minister Andrew Holness described Pancho as an effective public servant who dedicated his life to his division.

Prime Minister Holness also advised Francis’ successor to continue the great work in the division. Another heartfelt testimony was made by Minister of Transport and Mining Audley Shaw who praised Francis for being a reliable councillor. Opposition spokesperson on Transport Mikael Phillips mirrored the sentiments, adding he knew Pancho to be a very humble, and passionate individual. Francis passed away at hospital in July after ailing from an undisclosed illness for almost a month.
