Recommending ways to improve the Child Protection System, UNICEF is now calling on the government to seriously examine the findings of the Office of the Children’s Advocate into recent misconduct claims, some of which pointed to several breaches in the duty of care. The report found that in 2018 the CPFSA learned about the antecedents of Embracing Orphans founder, Carl Robankse and how he accepted guilt for some of those allegations.
This along with several other findings highlights ways in which the CPFSA failed in its duty of care. Speaking on Cvm Live’s panel discussion Children’s Advocate and author of the questionable report Diahann Gordon Harrison itemizes the breaches.
Executive Director at Jamaicans for Justice Mickel Jackson agrees there have been breaches. She says the report reflects an institutional failure. She questioned why more was not done in 2021 and calls for a broader investigation. However, Harrison explained the sensitivity of the case and how involving other agents would have ruined the investigation. So with the OCA having done it is the duty and filed the report, so what is next?
