Members of the Lower House of Parliament on Wednesday, October 20, opened the debate to amend two legislations which some believe are outdated laws. The bills are the Trafficking in Person, Prevention, Suppression and Punishment Act, and the Emergency Powers Act.
According to Justice Minister, Delroy Chuck, the Trafficking in Persons, Prevention, Suppression, and Punishment Act, and the Emergency Powers Act are long overdue for much-needed reform. He notes that the delay is due in part to careful examination of the amendments now being made. The Minister said even the most minor amendments can have great repercussions on other laws including the Constitution. He sought to assure the House that in the furlong these to laws will be updated. Chuck concedes that most of the laws governing the country are outdated, noting that he has a submission to take to Parliament to strengthen the law reform department.
Meanwhile, National Security Minister, Dr. Horace Chang lauded the state of emergency response, declared under the Emergency Powers Act. He noted that the principal and primary purpose of the Bill is the ability to use intelligence under the state of emergency to detain someone.
