For the past three to five years Jamaica’s recidivism rate stood at 40%; by 2030, as part of the National Development Plan, Jamaica is seeking to reduce its recidivism rate to 10%. Recidivism is the tendency of convicts to become repeated offenders, often times landing them back in prison.
Speaking at an orientation session for the Board of Visitors and Parole Board earlier this week, Permanent Secretary in the Ministry of National Security Courtney Williams, describes Jamaica’s goal of reducing the current recidivism rate as achievable and doable, however, another approach is needed.
Williams says a National Offender Management Policy will be established by the end of 2021, to help realize the 40\10 target. This policy will treat each ward individually to determine the best form of rehabilitation. He argues that if this is achieved, it will significantly reduce the high level of crime in Jamaica, and urges for greater focus on rehabilitation rather than punishment.
