The Kingston and St. Andrew Municipal Corporation (KSAMC) says it is modifying the index used for the inspection of the roadways following increased reports of the substandard services by contractors. From collapsed bridges to impassable roads fueling questions of whether the damage is evidence of climate change or road construction works being short-changed.
