Carl Robanske- not much is known of him prior to misconduct claims being made involving a middle school student in the state of Washington from 2013- 2015 that led to his education certificate being suspended by the authorities in the United States.
That suspension came years after his charity, embracing orphan foundation was formed in 2007. The suspension took effect in 2016 and was set to last two years. While the educator at the time did not deny the claims of conversations and messages of a sexual nature with the middle school female, he did undergo an assessment that found him unfit to be around minors unsupervised as the doctor found Robanske to have behavioral problems that endanger the welfare of students, and colleagues in an educational setting.
It also found that his lack of conscious motives meant he was at increased probability of displaying recurring behavior. It is why former Federal Bureau of Investigation Agent Wilfred Rattigan insists several local entities dropped the ball in allowing this man whose records were as easily accessed by a simple google name search to have access to minors especially wards of the state.
And despite the Education Minister Tuesday distancing herself from blame in the matter in which she insists she was deceived by the child protection and family services head, Rattigan says more should have been done.
He questions whether the accused who is alleged to have sexually harassed two wards of the state is still in the island, should criminal charges be deemed necessary. Rattigan insists if he is not or if his whereabouts at this time are unclear, that is another indictment on the Jamaican authorities.
