Damning allegations have been made concerning the work of the Major Organized Crime Agency (MOCA) by former firearms dealer, range operator, trainer, and gunsmith, Kent Brown. The details were disclosed in a letter to the Director of Investigations, DSP Oreth Dunkley earlier this month.
Mr Brown in a three-page letter sent to CVM TV is questioning delays in launching a probe into allegations of corruption regarding the Firearm Licensing Authority (FLA). Brown insists his businesses were forcibly closed by the actions of personnel at the licensing agency. He says among the concerns, an offense on July 11, 2018 where he alleges 6 thousand 12-gauge cartridges were entered into his range’s online system at Kent Brown Tactical Training Centre (KBTTC) said to have been sold to 3 persons for hunting. However, Brown insists the range was closed, and no 12 gauge cartridges were in stock, despite claims each person bought 2 thousand rounds, only 200 rounds per caliber is allowed each day as the system does not accept beyond 200 transactions. He also explains that two of the three persons did not purchase 12 gauge cartridges in 2017, 2018, or 2019.
The third person did not exist in the FLA system and finally, he says bird hunting ammo cannot be bought at shooting ranges only at firearm dealerships. The other incident concerns an audit in which Brown said there were fabricated serial numbers makes and models of firearms. Brown says when he filed his complaint in July 2021 the MOCA Investigator says he would prepare a short report and upon approval from the Director of Investigations they would seek a formal statement. However, despite the allegations of corruption and breaches, he says a year later no investigation or correspondence was had by MOCA. Brown questions what is being done to ensure the authority ensures, accurate accountability of legal guns and ammo. He says he’ll not rest until those implicated in these acts against him are held accountable.
The letter was copied to several people including MOCA’s director general retired col. Desmond Edwards, Security Minister Dr. Horace Chang, the Prime Minister, and the Police Commissioner.
