With the announcement that the non-revenue water programme will form a part of the public investment portfolio. Non-revenue water refers to water that is collected, stored, processed and then lost through leaks or theft. The NWC suffers from a long history of losing more water than is generally acceptable, with estimates of up to 70% in losses. The minister explains building dams alone will not solve the issue as the water does not always get to the household and once again money is wasted and residents are left frustrated.
