Public Bodies Management and Accountability – Corruption

The Senate has passed The Public Bodies Management and Accountability (nomination, selection, and appointment to boards) regulations, 2021.

Recurring reports of alleged impropriety on public boards has compelled the move.

Part of this act speaks to the conduct of public boards with sections of the regulation seeking to manage corruption and impropriety. The amendments were presented by Senator Kamina Johnson Smith who outlined new guidelines for selecting board chairmen.

It was also announced that provision will be made for the nomination of board members through a database where individuals can apply to be considered to serve on a public board. Smith says this method is more inclusive and democratic in approach

Senator Aubyn Hill threw his full support behind the act. He urges boards to maintain integrity by appointing competent leaders while condemning boards that work outside their designated duty

Among those exempt from board positions are members of Parliament and Councillors of Local Authorities. Leader of Opposition business Peter Bunting highlighted allegations that the Firearm Licensing Authority, Clarendon Alumina Production, Petrojam and other entities have fallen under and says there is a lack of will to fight corruption.

Parts of the regulations will come into effect 4 months after being gazetted while others after 10 months.
