“SOEs Have Been Effective” – Dr. Horace Chang

Dr. Horace Chang says this has been the primary reason for the reduction in crime, adding that the States of Public Emergency imposed in St. Catherine North and Kingston Western in 2018 have been effective.

Additionally, He says St. Catherine North is much better this year, due to over 30 members of the clansman Gang being in police custody.

The current SOE in St. Catherine will end on January 18, after which a 30-day extension will be in effect. 

Meanwhile, he says removing the guns from the streets will take some time.
