Has the Drug Trade Infiltrated the Security Forces?

In June, three Jamaican Police Officers were charged with drug related offences in the United States and now reports emerge of a shootout between two JDF Soldiers, who were allegedly transporting compressed ganja, and members of the JCF. Are these the isolated actions of rogue officers or has the drug trade infiltrated the ranks of the Security Forces?   What is being done to counteract the threat?
