National Security Minister Dr. Horace Chang, has been the subject of much criticism recently, given his shoot-to-kill comment, in relation to policemen who are confronted by criminals. The Minister’s bold statement has not gone down well in many quarters while there are some who believe the Minister’s comment would be well placed, given the society’s spiraling crime problem.
